このルール改定は、オリンピック開催年にあわせて実施される恒例のアップデートであり、柔道の国際的な発展と理解促進を目的としています。
These rule updates are regularly made in Olympic years to promote the global development and understanding of judo.

◆ 柔道の審判規定はなぜ頻繁に改定されるのか？
Why Are Judo Refereeing Rules Frequently Revised?

IJFによる審判規定の改定には、次の3つの柱があります。
The IJF bases its rule revisions on three key principles:

• できるだけ分かりやすく
  As easy to understand as possible
• より面白く
  More entertaining
• 柔道の魅力を最大限に引き出す
  Maximizing the appeal of judo

柔道は単なる格闘技ではなく、「一本」のように美しく決まる技の勝負、そして礼に始まり礼に終わる精神性が融合した、総合的な武道スポーツです。
Judo is not just a combat sport—it’s a comprehensive martial art that combines skillful techniques like “ippon” with a strong sense of respect and spirit.

そのため、「技で決着する」ことを重視したルールづくりが常に意識されています。
Thus, rulemaking has consistently focused on encouraging matches to be decided by technique.

◆ 今回の改定で注目すべき2つのポイント

1. ゴールデンスコア対策（延長戦の是正）
Golden Score Adjustment

近年、延長戦（ゴールデンスコア）に突入し、「指導」狙いの試合が増加していました。
In recent years, more matches have gone into golden score, with players aiming for penalties (“shido”) rather than decisive techniques.

今回の改定では、こうした展開を減らすために、ペナルティの扱いが緩和されます。
The 2025 revision aims to reduce such situations by easing the penalty system.

2. 技の評価の見直し
Reassessment of Technique Evaluation

以前の改定で「技あり」の範囲が広がったことで、技の評価が曖昧になるという声もありました。
The previous expansion of the “waza-ari” range caused confusion about technique valuation.

これを受け、「有効」が再導入されるなど、技の評価がより細分化されることになります。

調べてみた結果は以下の通りです：
Here’s what I discovered:

• 体操、フェンシング、レスリングなどもオリンピックに合わせてルールを見直す
• 野球、ラグビー、剣道なども国内では独自ルールで運用
• しかし、精神性と技術性をともに評価し、頻繁に改定される柔道のような競技は非常に稀

Judo remains highly unique in that it evaluates both the spirit and technique of its practitioners and updates its rules frequently to reflect this duality.

◆ 世界の少年柔道ルールはどうなっている？
What Are Youth Judo Rules Like Worldwide?

日本では、青少年の安全を考慮し「少年試合規定」が設けられています。
In Japan, youth safety is prioritized through specific junior judo match regulations.

締め技や関節技は禁止され、年齢に応じて段階的に許可されます。
Techniques like joint locks and strangles are restricted and gradually introduced as children grow older.

海外の事例を調べると…
Looking into other countries:

• フランス・ドイツ・アメリカ・イギリスなどでも年齢に応じた独自の少年ルールあり
• 締め技：12歳以下は禁止、13歳以上で導入
• 関節技：15歳以上で導入（国により異なる）

IJFも「年齢に応じた安全な柔道指導・競技運営」を各国に推奨しており、運用は各国に委ねられています。
The IJF recommends age-appropriate safety and instruction, leaving the details to each country’s federation.

つまり、日本と同じく多くの国が独自の少年規定を持ち、将来の国際大会を見据えた段階的な指導を行っています。
